Not that it's an important distinction, but it's not a living in Japan issue, IME. The infrastructure/code itself causes the lag, not the ping to the servers.

It all seems to just be foundational changes for next month, they don't like to make people download too many files at once (or they want less stress on their download servers and so split it up).

It's mostly modified files, of ones you already have installed. Basically it's just part 1 of next months patch.
