The point is not the very low chance of additional high tier items from the normal FES Key attempt, because as you said, the treasure pool is just way too watered down. Just look at it as being more or less an extra daily shot at the regular gobbiebox Special Dial (with a small number of additional items in that massive pool).
The bigger deal here is that they've told us that on every 10th FES Key attempt, you get a rainbow chest that increases the odds of the HTBF items. We have no idea what that means yet: it could be double the odds of a 0.01% chance of one of the items from that smaller pool, bumping it up to 0.02% (LOL). On the other hand, it could mean that rainbow offers a 100% chance of a treasure item from the newer high tiers (Selbina, Shinryu, Cloud of Darkness). The effort required is pretty low, so I'm willing to gamble a little bit of my time and see what happens. If I get something like one of the rare Crepuscular items? OK, that sure would be worth it to me. I realize it's also quite likely I get stuff like little worms and Mes'yohi Swords - but hey, they've been pretty generous as of late with the Old Case+1 and Murky items from login points, free Bonanza weapon, better Vanabout rewards...
For anyone interested in the quickest path to a daily FES key: The best one I've found is doing the Kiddie Present event in Bastok Mines, because everything is very close in that zone and you can reduce any unnecessary running around. Basically just requires zoning twice and talking to a few nearby NPCs. If anyone has an even more efficient method, feel free to share!
1) Talk to Christina, just N of the Bastok Mines AH/HP#1 to get a Kiddie Present.
2) Wearing a Dream Hat or Dream Hat +1 (if you have neither, can just buy the NQ hat from event Moogle NPCs for 10k), turn around from Christina and trade the Kiddie Present to Valeri standing near the HP#1.
3) Go back to Christina and warp to Windurst (better than San d'Oria because it drops you closer to a HP) to get your daily FES key.
4) HP back to Bastok Mines HP#1 or #2 and trade your key to Bountibox right outside of the mog house entrance area.
I then like to run my mules right back to Christina (very close) and log out there to be ready for the next day's attempt.

Nothing especially interesting here, more just showing this to confirm it's mostly random garbage with a few decent gil items sprinkled in - just like the usual SP dial/Anniversary Key/etc. I'm not doing it for these drops though, I'm doing it due to curiosity about the rainbow box on my 10th attempt.
