it's october so maybe the panties are from the new pumpkin hunt thing
Pumpkin hunt for this year is identical bonus rewards to last, nothing new obtained. And for what it's worth since the wiki page doesn't know what they spell out, pretty sure it's PRANKSTER.
Not sure what aspect of the event gives the subligar (if any) but there's like 7 different facets of it so that's a lot of pulling old rewards out of storage and redoing to check for new ones. I'll do it later if no one else has by then.

I think that the price of those pissing cans will double due to the increased demand.

It's entirely possible it's a reward from one of the other aspects of the event if you keep reclearing it. Other than the pumpkin hunt, there's:
* Trading sweets rewards * Costume contest rewards * The bat/ahriman event rewards * The costume rewards * The wake of the lilies rewards Nothing new's on the vendor, and I did all the pumpkin hunt already. I haven't had the effort yet to pull all the past rewards out of event storage/slips to minimize the effort yet on the others. Or it could just be not part of this event at all, usually they mention a new item on the actual news article but that wasn't done at all for these. It would make sense for them to be there, though, they don't usually add like next month's login items early.

No reports of Ashen Subligar showing up yet, right?
One other possibility that came to my mind: maybe it's fished up somewhere in Escha/Reisenjima? Thinking that due to "Ashen" like Ashen Crayfish (obtained from fishing in Escha) + stuff like rusty subligar being an item that can also be obtained by fishing. October event seemed like a reasonable place for this to come from too, but surely by now someone would have found it if that was the case. Maybe next month... Or, maybe SE just forgot to implement it and it was supposed to arrive in the monthly events lol. Would not be a total shocker.
