I wanted to update my information as my prior conclusion regarding SC level ties when speedloader is equipped was incorrect (See struck through text above). I appologise for any misinformation anyone relied on.
TL;DR: Ties are actually broken by the game's internal skillchain result ordering, then WS priority. Maneuvers have zero effect on Speedloader's tie-breaking.
I. The Corrected Speedloader Selection Rule
Speedloader determines the Auto's weaponskill by order of the following priority:
1. **Highest SC level** (L3 > L2 > L1 - this part was always correct)
2. **SC result ordering** (the game has an internal preference order for SC results within the same level)
3. **Highest WS priority** (only matters when multiple WS produce the exact same SC result)
The SC result ordering within each level:
This ordering matches the skillchains array in the SkillChains addon, which appears to reflect the game's internal ordering.
II. The Full testing
SECTION 1: SKILLCHAIN LEVEL DIFFERENCE TESTS (★)
These tests prove that Inhibitor selects by PRIORITY alone while Speedloader selects by SC LEVEL. Inhibitor picks a higher priority WS that produces a lower-level SC. Speedloader picks a lower-priority WS that produces a higher-level SC.
