You can't get -12, there's not enough space. Also for some jobs (COR), You have a JSE piece that takes a slot.
For BRD you might be able to actually justify the extra -recast if you don't need the +duration, but for COR there's no circumstance under which you'd want to drop the feet.
For COR, it's -1 on head, -2 on body (maybe this can be 3 but I haven't seen it), -1 on hands, and -1 on legs. No piece is even remotely close to -10 and even the whole set isn't -10. I would be surprised if this were significantly different for BRD, but (despite the fact that I'm an avid BRD player) I haven't actually researched it.
If I had to guess, I think the max reduction you can get is -6, which would be 3 minutes off. Don't quote me on that exactly though, because I'm not sure what slots the BRD gear can get and I've never looked at boots since I was focused on COR.
Probably: -1 on head, hands, feet, -3 on body. If you don't need/care about the extra 30s of SV from using relic legs, you could get another -30s from legs (for a total of -3m30s)
We had a fail the other night too, and I was thinking similar, but it could also be "kill at least 3 mobs, with an AVERAGE kill speed of under XX seconds." So if you have a really slow one it can totally screw you over.
This could possibly align with my result, I also paused to do 1 slow kill in the middle of my "kill streak"
It could be something more like "kill 3 enemies in 2 minutes" or etc?
So last night I killed one (Imm. > Imm. > MB > MB - start at 20' and hit macro takes ~22s) I think waited ~60s before engaging the 2nd one. Killed it in ~22s, pulled 3rd immediately, but because I was watching timers didn't realize my MP was low so took a couple extra low tier nukes to finish it off not sure on time probably ~30s. Killed 4th in ~22s again immediately after (had sublimation charged, just should have hit it sooner) and got chest.
So time from 1st pull to 4th kill was about ~3min.
Time from 2nd pull to 4th kill was 1:52 I think (< 2m)
I got chest after 3 kills < 25s (individually), I also got chest after 3 kills < 2m (consecutively). So not conclusive either way I'll try again soon but figured I'd report this if anyone wants to add their own data. Not being sure of the individual time of that 3rd kill murks up my data a bit, hopefully I can repeat again except i think I can kill (wait) kill, kill and not get the chest and all 3 are < 25, that would prove the consecutive time span theory.
I think I got a chest once with a longer kill in the mix and I was surprised but because I was not paying close attention to the time so I could be wrong.
Did the same experiment last night killed 1, waiting a min. killed 2 more and got chest (I think about 2:30 from 1st pull to 3rd kill)
This seems to support < 30s theory and not overall. So maybe its 25s or there's a 2nd condition (or bug) that affects it (based on what's happened to me I'd suspect its related to changing mob types, aggro or leaving the B area via porter the times I've struggled with it. (maybe there's a limit like the 5min. after entering C area for Bhoot too, although I've gotten the chest after 6+ kills once or twice I think when I had minor issues with speed)
Another update on this: I think its 3 kills < 30s (time could be slightly different) but I think there's a commonly met condition that can break it (not sure what it is). But could be with X time entering section or before getting aggro, or without leaving section. I got aggro and zoned last night and was unable to get get the chest to pop after killing several very quickly (7ish?) thereafter. 2 or 3 could have been ones I aggroed but the rest were not.
Which head slot armor for BRD has 4+ white circle slot space...?
edit: actually, while looking at the COR piece, I think COR can get a -2 on head, with some luck. So you could get -2, -3, -1, -1 (-3.5m) on COR. Not so sure about BRD because, once again, I can't find info on the wiki about which armor has appropriate slots

Furia ebon and ebur are just color differences, it shouldn't be different
Ebur set on ffxiclopedia is wrong, they're all the same sizes (4 head, 6 body, 3 other three slots).
-3.5min reduction for brd if you have 4 pieces at their max sizes, one slot for relic legs for SV duration.
Ebon/Ebur/Furia all have the same slot sizes. I believe this is the case for all these sets - difference is colour and the other augments which are not shared like the SP slots.

The augment says "wild card: recast -1". How is it possible that multiple human beings read this and thought: you know what, I'll bet this reduces the recast of cutting cards.
