People have always been able to post personal pictures.
It only seems to become an issue when it's a girl, and I'm not particularly interested in limiting people's options because others can't control themselves. If that's not actually her then that's a different matter, but assuming it is, it's fine (within reason, don't need a dozen of them or anything).
The difference between those two pictures and Cesil's gallery should be pretty self-explanatory.

one picture here and there aren't an issue, mostly when the front cover is flooded duckface pics is when people rage, also taste and content plays a factor

So, when yesterday's patch finally gets deployed, people will be able to hide/show individual badges, which means people will have all of them that they qualify for (as they grant different titles). I just gave Misa the extra one early.

I'm using achievements as a model - you don't lose the old achievement/title, you just get more. I started with just the highest one per person though until I wrote the hide option.
