Depends on what you want to do, its pretty much a solo or 3-6 person party kind of game now.
I did 6man qilin for fun yesterday, and did 5 wildkeeper reives back to back. Regardless of whether there is 500, 1000 or 2000 people online, all that matters is that you have fun with the game and put yourself out there and connect with people to do stuff with.
People that stand around in town waiting for something to happen and complain there is nothing to do in 11 should just go play 14 and hit the dutyfinder button if they want the 'fun' to come to them without any effort or thought.
