It's just the shortnecks way of dealing with their inferiority, they can't be as powerful as we are because of their limitation of only 1 neck item.

You're right sch get an ability, this isn't for them or a quest for them. However pup attachments aren't plates and don't use ammo. They wouldn't make pup remove the animator, that's why the regen oils are able to be equiped at the same time as animator.

Pretty sure this is a quest for G6, or at leats a quest for something.
