What in the world? I was in the Cloister of Flames, doing part of A Shantotto Ascension Mission 4 (Sugar-coated Directive). I finished the battle with Ifrit Prime, and quickly went into the Quest portion of the menu after being teleported out of the battle area. I was about to activate Unity objectives. Arkansas loaded looking like this.
