All legendary fish give that message about 1/2 the time.

It's not when you're at the perfect level to skillup on fish.

I've gotten this message also on Gigant Octopus so its not exclusively legendary fish...idk what it means anymore. Here's the screenshot ID 67023

iirc It's when you're at the perfect level to skillup on the fish, or something. I started getting them at some point on Hakuryu/Lik/Gugs, and still get them at 110.
