Its an Upgrade to Cuch Mantle for every job on that list. sans maybe BLU...
Cuch's Mantle is primarily used to cap Accuracy (or in BLU's case, STR/DEX for the big3), So this is an upgrade from the +7 (5acc/4DEX) over Cuch.
the Subtle Blow shouldn't hurt you much unless you're soloing something that you absolutely need to keep the TP Down on, In which case you can simply switch Mantles to say, Forager's.
Right now on Asura its 450k, that is a GD Steal if you ask me, i bought mine for 350k and it is worth it in more ways than one, it allows me to keep Full-Haste on my THF and MNK As well as freely use Pizza on just about every mob i can fight and still cap accuracy.
