No, you can't buy everything with Gallantry in one month. The link I provided shows you how many you need to cap a cape, and you can compare that to the list of how many you can buy in a month.

Capes are fully upgraded with:
20 Thread
20 Dust
10 Sap
10 Dyes
5 Resin.

With Gallantry each month you are limited to buying
20 Thread
20 Dust
10 Sap
5 Dyes
5 Resin

So you'll be short 5 Dyes if you're only using Gallantry. Though why you're restricting yourself to only using Gallantry is anyone's guess

My guess is he's a new player whos first foray into Gallantry loot was a relic month and said "wow I cant make money with Gallantry" and never looked back.

no i mean if i am short 5 dyes i can buy them with hallmarks but i have drained my hallmarks for other stuff namely mnakeing my ambu sword up to needing just a pulse weapon. that why if i can get as much as i need i will.

not new by a long shot. just never did ambu so much to kind of look hard at what everything is + i was not working on anything really but now i am.
