Political riders to bills have existed since Congress existed, and was probably practiced in other political bodies for centuries prior. Its why a bill based on one issue can end up 370 pages because there's 40 unrelated spending bills tagged on to it, each targeted at a unique voting member to guarantee their vote. The sticking point for the dems was a $500 billion slush fund to be given at the discretion of the secretary of the treasury. It had literally no protections at all. A company could take the funds, fire everyone, sell everything, give all the funds as dividends and say thanks. There was also the point that the GOP plan for cash distribution to the masses had the bucks coming out of your tax rebate. No rebate? No problem you slacker you get bupkis. Mind you the president, the dems, and some republicans from both houses wanted these to be free bucks given to all or all under some income level. Oh yeah... no mention of an extension to unemployment in sight. Would you vote for that plan?
