Approach Mapitoto (Upper Jeuno; chocobo stables) for a cutscene involving Jeridade.
Get a Celestial Nexus Phantom Gem and then Home Point warp to Tu'lia (or travel by foot if you must) to The Shrine of Ru'Avitau HP #1. Complete 'The Celestial Nexus II' high tier battlefield on any difficulty. VE worked for me, solo.
A little cutscene happens after the battle and you get 'Broken flying machine' Key Item. Take this to Mapitoto in Upper Jeuno.
It randomly gets a paint job at some point???
Homepoint warp to Fauregandi > Fei'Yin > HP#2. Stealth up (I think only Sneak required for 99, but maybe something in there is sight; both to be safe) and travel to E-7 on that bottom floor to get to the stairs to the upper floor. Head to G-6 and a dead end which is a wall that you can pass through to get to the Strange Apparatus. It should mention Ve'Lugannon Palace and some other jibberish about clusters.
Go to Ve'Lugannon Palace and obtain a coffer key and pop a coffer in there. Good luck with all of that running about when you finally find one. You will obtain a Key Item 'Levitation Device'.
Pick up the following:
- Green Chip https://ffxiclopedia.fandom.com/wiki/Green_Chip
- Infinity Core https://ffxiclopedia.fandom.com/wiki/Infinity_Core
- 38 Clusters of any single similar element. (456 total crystals converted into clusters by the Ephemeral Moogle).
***Edit: Shiva.Haldarn reported, in this thread, that it can be a combination of clusters of any type, adding up to 38, so there is that. Thanks for the tip.***
Get "Doctor Status" for the Strange Apparatus. I had it from way back in the day still active, but you may need to get it set up. It's not particularly difficult, but you may have to register at either any of the other Strange Apparatus or just the Fei'yin one.

Return to the Strange Apparatus in Fei'Yin. Interact with it, making sure you did the "Doctor Status" above at this or another Strange Apparatus prior. Give it a Green Chip and an Infinity Core. Next give it 38 of a cluster of any type. I used Earth Clusters because my Ephemeral Moogle has the most Earth Crystals stored.
You will obtain a 'Whirring Engine' Key Item. Return this to Mapitoto for a cutscene (...and a humorous reaction from the chocobos)!Your new Levitus mount is added to your Trainer's Whistle!!!
