In fact, there is no scenario where the buyer can feel 100% confident it won't be recalled, and there is nothing the buyer can do about it. Forget paypal siding with the buyer, the seller can just as equally turn to shitty recourse methods. It's the cost of doing business, and you assume those risks, though.
