Evidence doesn't mean guilt. Evidence is merely things the Police collect that could lend weight to a case. You need to make the case that the accused to guilty of a crime beyond reasonable doubt and you use evidence to do that.
The prosecution couldn't convince twelve people that Senator Menendez was guilty beyond a reasonable doubt and the defense couldn't convince those same jurors that he wasn't guilty. And since the jurors couldn't reconcile we get a mistrial which makes it extremely hard for the Prosecutor to win if they want to try for a do over.
Trump never sexually assaulted anyone or if he did he never was sent to prison for it. Just because he was joking with a guy about grabbing pussy doesn't mean he did it.

In Menensez's case there was strong implications of impropriety. The question it all hinged on was is this old friends doing favors for each other or quid pro quo? Some jurors fell on both sides of the question.
