That is the strangest interpretation of things that I've heard all week (short of anything CJ says). Appointing a special counsel requires that certain criteria be met. Sessions was saying that there wasn't anything there to force a special counsel, not that there was no need to investigate. There is no reason why investigators would be appointed yesterday just for him to say that there wasn't a need for investigation in general.

The stuff that gets pulled out of thin air around here....
