More like falling asleep at a really bad moment, or a dozen other dumb things that a person's rational judgement would recommend against. Alcohol suppresses that part of the brain that says "this might be a bad idea".

It would devastate the democratic process if it turns out that outsiders have more influence over democratic elections than the actual voters.
