It's possible to have a totalitarian government without a proper tyrant. You have some top leader group fighting for political influences and power and a single dude in the top chair who might or might not have any say in any matter of importance. The term puppet comes to mind.
It's possible to have a tyrant in a democratic government provided that the tyrant is politically powerful and influential enough. It's impossible to have governments without some sort of politics which would involve some sort of horse trading. Tyrants have a tendency to ignore normal horse trading and go for the hammer. Regardless, tyrants have a tendency to ignore the social norm and resistances then do what they want because they can. Good tyrant (might or might not be a good person) usually have a good reason to do what they do. They can be very Machiavelli about it though. I think old George Washington was pretty close to that. YouTube Video Placeholder One Last thing. I was going to go in to a big rant but people don't seem to have brains enough to see what is going on. There are some silly jokes in this because of what the charecter is but he does make a great point. Way better rant then what I can come up with.
