Buy out bazaars with underpriced items, resell... I agree it's likely some people are using exploits, but having a lot of something is pretty weak evidence. The NPC appears in other places.

It'll be the green dot that's slightly behind you.

If you open ROM4/1/72.dat (Zhayolm dat list), you'll see there are two blank NPC labels at the end. If you open ROM4/1/68.dat (Leujaoam), you'll see two blank NPC labels at the end as well. These are both instanced areas. If you open ROM4/1/78.dat (Caedarvs Mire), you'll see only one blank NPC label. Caedarva is not an instanced area. I get to say goodbye to ffxi after about 10 years also! Guess there's no warnings for first time offenders.
