There isn't one. At least there isn't anything Windower related, that's been made public.
I'm pretty sure targetinfo does that, actually. It obviously doesn't tell you which mob is the PH, but it will show id and index.

It does show a different target ID for each mob, but there's no database or anything to reference them to.
ffxiclopedia has a lot of them to crossreference vs target index, but this is information stored server side and there's no reasonable way to extract a complete list to use in a plugin
