to be fair Alfania did say multiple times that you could be someone's enemy without firing rockets at them.

I have to attribute this to the language and cultural differences
However, There is most often the illusion of peace, between two people who have come to hate each other, when no action is taken. Instead, there exists a "cold war" state, where there exists hostile tensions between Person/Group/Nation A, and Person/Group/Nation B. Each sees the other as it's enemy, despite an illusion of peace between them, since no action was taken to shatter that peace. *also when someone brings up "Are you a Muslim living in the US", it kind of begs the correlation of whether one is knowledgeable about groups of people who view others as enemies, and the spread of hate in America towards each group. Basically I think what many people are saying is that two people/entities/countries can hate each other without actually coming to blows or other direct conflict, there's just a juvenille hotbed of passive aggressivity simmering between them forever.
