The first bolded part= not war, just emotion.
The 2nd bolded part= it can be harm OR threatens. Threatens= not real war, like situations in North Korea.

A country can be B country's enemies, and they want each other to disappear. That doesn't mean A and B would want to sacrifice everything to destroy them. Maybe A and B are currently enjoying their life so they don't want to die yet, and they avoid encounter with each other, but they hate each other enough to be enemies.

My bolded part is just to point out, you insisted that 2 sides has to fight against each other to be enemies, which is incorrect according to the online dictionary. The dictionary didn't say a thing about war.
