Actually, if I am reading wiki correctly, it states,

since the North just has to be under Allies control, shouldn't it be open for all nations, since this week, all 3 nations control their own parts individually, and bastok owns the Norhtlands?

As long as Sandy/Windy/Lastok (the 2 that do not control the north have 6 areas maybe 7 if they got the beaststronghold) and the northern controlling nation have 10 (maybe 11 if taking the beast stronghold) then yeah, everyone has access if they have the medal of altana.

Basically yeah, so long as everyone controls everything except strongholds then access.
