After doing a quick Google search of Public Indecency/Indecent Exposure laws in Philadelphia, I found there are quite a bunch of Public Indecency lawyers. Apparently it happens a lot there.

Was his penis visible to anyone? If not, then I don't see why it should be illegal. That said, it's public transportation. Putting a camera in HIS car is one thing. While you're in someone else's property, play by their rules.

Well, it's a double standard in a sense. If a woman is outed for the same *ahem* crime by a man... she's liable to get everyone on her side by calling the dude a pervert.
That, and women can be a bit more classy about it. I won't go into details, but I know a few girls who find ways to enjoy themselves in public.
