I am doing the Corsair AF quest Navigating the Unfriendly Seas and have been fishing for this Hydrogauge in Whitegate for 2 hours now. Any info on what i might be doing wrong?

Think its just random. Did mine recently, tried in Nashmau and on the boat from Nashmau with no results. Fished at the exit of the boat in Whitegate and got quickly. Perhaps trying in different zones helps
