A Question On FoV Augmenting

I have been wondering about the FoV augmenting and have a question.

Are the pools of possible augments that can land on an item depending on the item, the NM fought, or both?

In other words, does level 24 silver earrings for instance; have the same augment pool in either the level 25-item NM or a level 50 NM?

I’m curious if there’s a reason to pop any level 50 or lower items into the new higher NMs.
