Kefka is. I'm on Emperor myself. Not even sure if you can create on Kefka anymore. Character creation was initially bugged when beta first came out and nearly every person was slapped onto Kefka. They resolved it later but I believe they closed the server indefinitely due to its now high population. (Not sure, have yet to create a third character and see for myself.)
