Most tags work by applying CSS style to elements; rainbow and figlet have to completely deconstruct the element and remake it; you can't do either of those with CSS, so they aren't going to be compatible.

Define "cap". The most we can support, or the most allowed in a post?
We don't have a cap on support, other than how much effort I feel like putting into it. At some theoretical point the names would get pretty weird as we ran out of namespace.
