No one person was the cause of that, and it doesn't actually change anything in practice. People were already plenty capable of getting in trouble for breaking rules in PMs, this is just about removing the "PMs are private!" defense that gets employed now and then.
PMs are private, until you harass someone in them, and then they can get passed along to mods as fair game.

I think both companies sell at least some of their tea in bags, too.
As for at-the-store varieties, Bigelow is my go-to brand for boxed teabags, Republic of Tea has some good stuff that's a little spendier and comes in tins and is available in many grocery stores.
