What else are you TPing in?
Do you have the JP Gift @550 that gives you 5% Dual Wield?
Do you have capped magic haste?
Are you meleeing in the Kirin DW belt or Adhemar Body +1 with capped haste? If so, that DW on floral isn't doing anything except lowering your TP/hit.
I don't think a lot of people do Herc hands because Adhemar hands have acc/TA/STP on them. Enough to beat an all but perfect Herc augment.

@99 with haste 1 only you need ~67 DW to cap (including 25% from traits).
So 42 in gear if you just have haste 1 to cap.
Can't you at least get haste 2 if you use KoH/Koru-moru/Arciela II though? That would knock the requirement down to 31% DW needed.
Regardless, yeah, you're going to want to use a lot of dual wield gear without capped magic haste.

Want to believe that Vajra has a good use for Omen bosses when I can ride SATA timers with AM3 up. Outside of that it is a bit underwhelming. But essentially the TP set should be similar to when I have Aeneas in mainhand?

Vajra's place is on Erynis, when you don't melee it.

FTR the THF spreadsheet opened up fine for me on Google Sheets. I believe it's free. It's an app on Chrome Web Browser along with Docs and Drive. There's a free version of Google Drive w/ 10gb limit. If I'm wrong about sheets then well all I have is a 100gb Drive sub for $3 a month.
Was discussing with a friend who wanted to make a Hybrid set for THF. How solid is this set i suggested and any improvements i could make?

Moonlight Rings.
Agreed. I'd probably also recommend -5% DT on the cape. With a moonlight ring you'd still be about 7 MDT below capped MDT even with Shell V. Magic damage is much more dangerous to you than physical.

Adhemar head's 4%
That puts them at 49% magic reduction; I'd go with the physical reduction. If you're that worried about 1%, put on an earring or Staunch Tathlum.
Edit: Or DT -5% cape with 2 Moonlight Rings.

after a few suggestions i updated it to this.

A very good point that the Meg legs had less Meva on it so i switched to Mumu which is also DT instead of PDT to help cap the MDT so you could go with PDT on cape.
Using Moonbeam over Moonlight cause i don't think my friend wants to splash out on that much n the HQ ring until he gets other items first.
He also has Herc feet with 15STR, 38Acc 20ish atk and 3%TA which would give an extra 2PDT also without losing too much DPS i don't think.
so with this set for him i'm looking at 37PDT (39 with herc feet) and the 50MDT Cap (51 overall).

As a thief who utilizes many pieces for a variety of kills based on content difficulty I suggest you go /DNC sub (ease of curewaltz / haste samba / and an Erase like WALTZ are nice (no mp required)
Weapon suggestion for offhand is the Jugo Kukri +1. This will give you lowest delay on content when your just running through easy mobs as quickly as possible and don't need a high dmg offhand dagger. This dagger allows for greater TP gains when you don't have trusts to cap out haste period.
Also if you don't have the Jute Boots +1 (18% movement Speed) get them , as it will help out on the runs switching between kill areas.
Rest of gear mentioned above are great recommendations.
