No. It's not. Asking someone to turn something off strongly implies that you believe it is on.
If I ask my brother to turn off the light, it is assumed that I believe the light to be on.

Urteil gave Deadwings his 100mil, that tells me that he accepts defeat. Why does it matter so much at this point anyway?
