Baobhan Sith?

with the lack of Cheviot cloths on the AH lately, as a clothcrafter I decided to take it on myself to go get some. I hate camping Ixtab due to the fact that he drops 0-1, versus baobhan sith who can drop up to 4. But with the addition of higher level mobs in many zones since the level cap increase, his previous pop area no longer contains his placeholders. Anyone aware of his new pop mechanics/location?
