I can relate with looking young. I generally tend to let my facial hair grow out from time to time, because anytime I shave it to look clean, I end up taking 10years off myself(theres a positive to that in the future, dont jinx yourself just yet!).
If you meet some girls online that you are interested in, learn to work a camera and find a proper lighting so you dont come out looking -that- young. You're not really being a fake or anything by doing so, since youre not trying to be younger or older than you really are you just dont want to give out the feeling that you're jailbait. Biggest dating problems is people cant look passed looks(its important sure, but not the whole package, just a feature of the deal).
If its meeting people outside the internet safety net. And girls dont approach you..............well you're a man, you're just going to have to grab your pair, suck it up and approach the woman you see fit to approach. Easier said than done, but better done than waiting all your life.
What to say? start off with a greeting and an introduction, if the woman is decent shell return your gesture. After that, it might be all about improvising and adapting to your situation/surroundings. Party? Ask them if they would be like to dance. Some kind of event(superbowl gathering etc idk...)if they have a team theyre going for, if they like bacon. Tell them about your experience in veitnam and the medal you won for taking an arrow to the knee, just keep it simple and real. Sometimes admiting what your intentions are can smooth the process over, after all........they might be looking for someone too(whether its you or not, accept it).

I look very young too, don't worry Cheyne.
Here, how old do you think I was in this picture?
Answer: I was 25 years old when that picture was taken. (Still 25, that was just a few months ago.) I've been told I look like a teenager. And even when my hair isn't put into schoolgirl braids, I still look young.
It's not so bad, either people accept that you don't always look your age or they don't. I know some women prefer younger-looking men. (Cougars are an example, although I'm sure there are other women who don't want old dudes, too!)

I second the pigtails, they really do make you look, that young. Idk, I think Ive seen other pics without those and you didnt look -that- young, again could just be the manner of how it was taken, or my subconsious telling me you're above 18.

I agree that if I really want to date someone and get my first relationship started I'm going to most likely have to initiate it. But as previously stated, low self-esteem, self-confidence and being socially awkward penguin just make me that more nervous about getting out there as well.

Yeah, it's definitely how you dress yourself and the like. I know me looking underaged is some combination of me having young facial features, rarely doing my makeup, wearing perry the platypus t-shirts, being 4'10'' and wearing flat shoes.

I'm really tempted to buy one of those shirts.
I saw this 13 year old with one on, and it was so awesome.

Oh ugh, I can't stand makeup. D: Maybe that's a bigger part of it than I thought. And being short, I'm five feet, one and one half inches tall. I don't look as young in this one:
Probably because my hair is pulled back instead of schoolgirl'd. So that's the ticket then, Cheyne! Get an older-looking hair style and that will help you. ^^

Over thinking, and over complicating yourself and your situation. The woman you like/meet may be just as nervous or socially awkward as you.
But are you not the man that posed shirtless with an optimus helmet? I dont know many low self-confident/esteemed individuals who would ever do that, thats not social awkward status thats pretty epic status if you ask me.
Whatever drove you to do that, use again for the courage to talk to a woman you like. Dont come off that you need a relationship, just give her the vibe that you genuinely want to know/talk to her.

This, you'd be surprised how many women respond well to the fact you came over and said hello. Some even find nervousness while doing it attractive.

I wish I could have you as one of those coaches who appears in thinking clouds whenever a I needed advice.
I do appreciate the advice though in all seriousness.
I did the Vigor pose for the lulz, and the other pics to combat a certain over zealous cosplayer.

and the medal you won for taking an arrow to the knee, . you sly devil you
So, I was having a conversation with a female friend of mine last night about... well I honestly don't remember how it came up. Anyway, I have a habit of talking to girls once, or in class or just in any general setting and then if the next time, they don't give any indication of saying anything back I give up and move on.
For a more literal example I will go with an online situation. On a dating site like okcupid, I always give a well thought out message that leaves room for a response. Usually they respond a few times, each time the message gets longer and by about the 3rd message between us it tends to be really long. After that point, averaging 3 messages, no matter how well they go, or any indication that they dislike me (one girl literally said "have you ever met someone and after something they said, just wanted to blurt out 'marry me?'" (yes, it was odd)) they just don't respond, ever. Anyway, I always go "meh" and don't worry about it, never making an attempt to speak to them again.
Now, this situation comes along a lot. I am honestly not particularly attractive and make a point to let everyone know I am a nerd since it's literally everything I do in someway (I know that's the last thing you wanna say to a girl, but it felt relevant to the whole question). Every single time, I make a point of never making a point to greet people or go out of my way to speak to them, unless they do themselves because I believe that not taking the hint and talking to them again is the best way to make them think I am creepy. I don't talk a lot in public, but I think some people find it strange how much I talk with just them, so I am always worried people will think I'm creepy. In the end, all that really matters is the basic question based on the dating site example for ease of wording but it goes for everything, not just that specifically:
If the girl doesn't message you back, is it okay to message them again? Or is it considered creepy?
My friend is convinced it's okay to message them back, but she is a female and cute at that, I am pretty sure she has no idea what rejection is (I've known her a very long time so I know she doesn't)
I am convinced that the best way to make them decide I'm a worse creeper than the guy who runs around to every girls page and says "lets fuck", since that guy isn't paying them any special interest, where if a guy who actually took the time to give a shit, gives a shit, he may be really into them and clearly I can't take a hint.
I keep over explaining things, is it a hint to stop talking to them if they don't respond? It honestly seems pretty obvious that it is a strong hint, but my friend is convinced other wise.
Anyway, I'll restate the main question in the tl;dr:
tl;dr:
If a girl doesn't message you back on something like an online dating site, after several correspondences, does that mean you should give up and move on?
