Bloodlet Spring in Yhoat only has carp in it. Moving on to the moat around Temple Ug.

You can't access that part of the map in [S]. It's blocked off.

Obviously, such a fish would not fair well in an area that has a lot of light in it, because it would attract predators. Thus, it may be best to look for this fish in an area that it would better be able to survive in: Underground pools, caves, etc. E.g. Den of Rancor, if it hasn't already been tested. Just a thought.

Neither, SE limited framerate to 15 when fishing.

This was the introduced measure to make fishing on PC equivalent to fishing on PS2. The framerate is capped at 15.
While is looks a bit more displeasing to the eye, it makes for easier draining of a fish's stamina.
