Only thing is most people would call the game Disgaea 2, and there's absolutely nothing about that in the hint. I agree all of the proposed solutions are unsatisfying..
It's the only one imo that incorporates all the clues. The other answers leave out something.
The specific time may or may not be part of the clue, though. Just like the actual prices of the pies aren't used to derive "pirates"
The original subtitle of Disgaea is Hour of Darkness which really works just as well by this logic
If I were to write one for Darkwatch though, it would be a watch in the dark, not just the time. So that's why I cross that one off.

there was a twilight episode called 4 o'clock about a dude who tried to rid the world of evil. And (i think) in timeshift he goes back in time to where the guy's evil and you have to kill him... aaaaaaaaaaand 23 would be the 23 enigma.. which is the belief that most incidents and events are directly connected to the number 23, some modification of the number 23, or a number related to the number 23. In a philosophical book called... Cosmic Trigger I: The Final Secret of the Illuminati by Robert Anton Wilson which is about the paranormal and paradoxes and such and is based off of the 23 enigma... and at the end of timeshift before he takes off his mask you get a warning saying "paradox immenent" and he gets transported back to wherever (which was really stupid, might I add...).
