The reason for the random numbers is because as long as the occurrence is rare people are more likely to take notice of 33 than they are of 30 or 35.

It is usually done in areas where they want people to take special note of the speed limit.

We have one by one of the malls here that is 17MPH and everytime I see it I'm like "WTF". So strange.

People also do it for sports reasons as well. In Oxford MS 18mph is the speed limit on Ole Miss's campus as a reminder of Archie Manning's number.
