Heard somewhere that Dia feeds the mob 5-10 TP. Is this true for spell hunting? In theory I can /whm and spam dia to learn spells?
If not, whats the best way to get a mob to use TP moves without killing it too fast?

That only works when the spell does damage, you may need to use dia II, but yes diaspam works.
That is actually my preferred way to learn spells.
