While it is boosting your damage yes, attack isnt that strong of a stat to begin with, I just can't see 30 attack making it a stronger weapons than Garuda's especially when Garuda's is going to have higher Stat caps in the first place. how much of a stat cap difference is that .8 DPS making?
and att is certainly a strong stat when you're main/secondary are capped. Just look at the massive att bonus from Power Surge on drg, or fists of flame on mnk (i main wind typically, but this is just to illustrate a point). Fists of flame are 100 att and that is a noticeable difference in dmg. The flame jams give +30 which is 30% of that (obviously). It's a good stat boost imho. When I said Garuda's crushed it I didn't realize you could stat bonus it fairly efficiently. The DPS difference is still going to be stronger on the weaponskill side though and the same should remain for your melee damage, if anything the weapons are pretty close if your unlocking the set bonus. Pretty sure it's basically relic > garuda > flame > ifrit. The difference between garuda and flame is minimal, but it's there. And other gear can make or break that difference as well. However, there are times when you won't be able to have sanction up too, so you'll have to account for that, etc.

Head: Uldah Officer's Cap Body: Flame Tabard Waist: Flame Sash Hands: Felt Bracers with STR+33 Legs: Felt Trousers with 11/11 STR/VIT for 15 STR total Feet: AF (obviously for the wind bonus) Earring: Explorer's Neck: Electrum Gorget+1 Bracelet: Flame Sergeant's Bracelet Rings: Double Rubelite+1 STR:342 INT:302 Att:558 Acc:389 Obvious Improvement would be DL Body for higher STR and higher STR melds on legs/hands so I can swap out for an INT ring, but I'm working on the crafts so I can actually get those melds done. Like I've said I've blown up like 30 friggin felt bracers trying for ANYTHING higher. Should be swapping out the boots for something else. :3

That build is actually pretty nice, definatley makes going after the set bonus for those worthwhile, your ACC is rather low though, for most content i'd suggest trying to sit in the 405-410 Range, Garuda and Hard Mode Nael youd probably want around 430-440 or so. If you ever do Miser your probably fine though, I know ifrit extreme you should be around 398 (Normal ifrit is actually more evasive than Extreme oddly enough). You keep the effect when you put something else on the same way youd do for AF body. Well it also lets me swap around my fists. Flame for TP phase and wind for when I'm about to combo up. I don't always do flame for TP phase, but I do jump fists often enough to keep them on all the time so I don't have to /attackmode off to switch and all that crap.
