DPS is both your TP phase damage and Weaponskill damage.
The base damage doesnt mean anything in XIV, SE basically made the stat obsolete without thinking it over. Garuda's also has the wind damage and 25 ACC which destroys Uldah h2h by a decent margin on anything that matters.

Especially even for harder fights like Nael (Hard Mode) where ACC matters Garuda's Claws beat even Sphairai.

I get my 20 acc off the flame Jams, so it's 5 acc and wind dmg.. I hardly would call that "destroying" anything

Yea but you give up alot of slots doing that.
What 5 items would you honestly use?
I don't really give up a lot at all honestly... Jamadhars + tabard + sash (you should really always use those 3 unless you have DL, then my build only loses like 7 acc but i dont have DL), then I use the sanction: int+40 hat to cap my sub stat along with the int+7 bracelets to help hit that cap. I don't think I'm losing much at all honestly. My main stat and sub stat are both pretty much at cap and my acc sits at like 389 that way.
Finally done with reading... I think.
