Lulu looks like she's say IDK mid 30's and uber pale.

Pretty much this. From what I could gather, Cloud still hasn't gotten over, nor forgiven himself for Aeris, and Tifa just kinda passively latches onto him, hoping he'll get a grip and come back to reality and help everyone out again.

They have an emotional attachment that one has difficulty coming to terms with and the other is somehow patient enough to wait.

Somehow I doubt Cloud is getting out of emo enough to bang her. :p
