The only time it doesn't hold a benefit is when you stand still or rest.
Then again, you could get -PDT on it and have it as a nice idle piece too. Kill two birds with one stone.

Anyways, what's the average wait for verifying a new character?

I think it's stupid to put movement speed on a piece of gear as a WHM. Job is to heal, not run faster.

15-30 minutes, but my last character took like 45 minutes to finally show up. It's whenever the AH data for the crystal gets updated again. Lots of data these days.

Since kiteing doesn't happen much any more movement speed + has lost alot of it's shine, it's pritty much just used for running around and between op warps, teleports, warps to abyssea maws and the confluxs in abyssea there isn't near as much of that as it used to be.

I probably said that because I still run around lots.
Not that the +movement was intended for anything beyond getting from point A to point B quicker. It's simply a rare benefit to especially mage jobs outside of owning Herald Gaiters. That alone makes it worth putting on the pants IMO. But depending on what purpose you initially gave your augmented piece, it's not a bad choice to kill two birds with one stones rather than weigh it heavily on that purpose when there's no particular additional benefit that will outweigh other options.

Cruor shoots up just like exp does.

I have thf, it's just gimp...full TH but the rest of the gear is gimp lol
