Funny enough, I've always disliked this "lore reason" to force healers to DPS because the concept was if she didn't use her other elements, she would eventually just die since she was consuming her own life force to heal due to no elemental balance.
Obviously that doesn't exist for us WoLs and healing too much won't cause us to suddenly fall over and die (unless we get a negative overflow glitch? /think) but still, it's just slightly gear grinding for me, lol.
Make it a new mechanic for WHMs! Gauge has to be balanced out between healing and elementally discharged magic otherwise you start taking a serious DoT.
Would it be good? No, probably not..
Would it be amusing to me? Yes.
I guess... it'd pretty much be like RDM's new mechanic but with a more serious repercussion for not balancing ***out. :X
I can already imagine the WHMs: "Why did I just die? I was healing! I was doing my job!"
It could be as simple as making it so dps spells build the lillies and you only spend 1 at a time. The idea being your rewarded for banking on and managing your Ogcd abilites over direct cures.
So long as your ogcd abilities consume all of them though they won't mean anything since functionally you'll rarely see 2 let alone 3.

My personal idea is that each Lily represents one of the elements - Wind, Water, and Earth. Only spells of those elements can make the respective elemental lily Bloom. You'd probably need to adjust all the healing spells to be water since they're all wind based ATM but you'll be more likely to generate Lilies if this change were to happen.
Also making all oGCDs that get bonuses from the passive consume only a single Lily but still gain the benefits of the total number of Lilies generated at the time of oGCD use.
I'd also make Confession stack stay indefinitely until consumed.
