My hope for TES VI is that we finally (and canonically) destroy the Aldmeri Dominion.

...sometimes, I fire up Skyrim just to kill Thalmor. It's funny to see them talking high and mighty one minute and then lying beheaded by my Chillrend the next.

...well, sometimes I use a dagger.

That's just bad luck. Flying Pokemon are only immune to Ground attacks.

That said, Horn Attack also would have no penalty since it's normal.

When Peck attack was mentioned it was for the fact it is a Flying-type move, and the only one that Nidoran learns, and it is rather weak meaning it's not very good coverage for things that would be weak to it.

Sand Attack lowers accuracy and Gen 1 has a 1/256 chance of missing regardless of which move you use.

Last I knew there are few to no exceptions on pokemon that are better off evolved than not, and most of those apply to Mega-evolutions due to some almost completely changing a Pokemon's stats and available play-styles.

That said, I'm not an expert. I only vaguely remember things from friends who are far deeper into competitive pokemon than I.

If you're just playing the game to play the game, do as you wish as in most cases it's near impossible to make the game too hard to playthrough/enjoy.

Only reason to not evolve are the ones that use stones like Vulpix to learn moves since most of the evolved via stone ones can't learn moves, or at least not the good ones. Or to learn a move earlier if you're planning to use it for something level capped, like transferring it to Stadium for a GLC run or something.

He could be traded to Red or Blue, evolved, then traded back but the resulting Raichu wouldn't follow you, he will just be a regular Pokémon. I don't know if Pikachu will follow you after trading if you don't evolve him or not.

It's Gen 1. Zapdos and Articuno are unbeatable in game.
