Really really. Existing ones stand unless specifically revoked, but no more are to be issued. The moderator UI doesn't even allow it anymore, though they can still issue very long suspensions (240 days).
Administrators can still issue permabans, but as a matter of policy we do not.

To make it more clear, there used to be a priv called 'Activate', so long as an account had this priv the account was active for use, logging in, etc.
Shortly after the implementation of Guildwork Premium recognition, a user *glares at Floppy* was permabanned and Scragg realized that permabanning completely negates Premium benefits and has since done away with permabanning and the 'Activate' priv.

Before the experience bonus dungeon ended this morning at 2AM for me, I managed to get Zack to level 53, and thanks to the Steel Forge Village dungeon for Monday, I capped out my Healer's Robe for Y'shtola, and the Soldier Uniform for Zack.

In terms of strict in-the-code checks, yes, Admin outranks Moderator. In practice, everyone is more or less equal. A moderator would have to do something truly egregious for me to step in (though that's why the appeal process is there).

the safety scissors I remember as a kid were made of some plastic/polymer rubber, and couldn't be trusted to cut through melted butter.
I had real scissors at home. So I just ran with those.
