At least I would hope so. 30FPS and 60FPS is a pretty noticeable difference. You can get a 144 Hz monitor, but there comes a point when the cost outweighs the benefit, which is entirely up to the user and their uses for their system.
I think 60 FPS is just fine, I don't need anything higher than that. I don't have a computer that can hold 60FPS in modern games, but that doesn't mean I don't prefer 60 FPS.
Also, no, it's not in your head. You can actually see a difference between frame response times, especially in fast moving games like racing games, where the last frame is significantly more behind than the next when it comes to 30FPS vs 60FPS.
30FPS doesn't look horrible either, but it's not as clean. I enjoy how smoother 60FPS youtube videos are, but that doesn't make 30FPS videos unwatchable.
Saying that the human eye can't see a difference between 30FPS and 60FPS is a complete lie though.
