4 years is a relatively short time, particularly after a tsunami that devastating.
It would pretty much take a miracle to even rebuild half of what was destroyed. Offline

The Japanese are very good at rebuilding. They have been fighting tsunamis and earthquakes ever since they started living on their island. WW2 was also something they had to rebuild from and that isn't so far behind in the past. Offline

There are a lot of indie JP metal bands--just none really ever got famous internationally. Getting a big break in the industry (beyond Japan) happens infrequently--for every "Ore Ska Band" that becomes huge overseas, there are so many "Tokyo Ska Paradise Orchestra" bands that have cult followings but never quite become international. Same could probably be said with bands like Shonen Knife, Pizzicato Five, etc. I am sure part has to do with promotion (or lack thereof.)
