The large majority of players didn't even know a fan translation existed, which is why I don't think them releasing it for PS4/XB1 is a bad thing.
No one said it was, just that it was released. Pretty sure anyone who wanted the game was capable of doing a google search to find the fan translation as well lol

It took both consoles down yesterday but Sony got hit the hardest by far for it, and from what I've been reading they both are updating their servers so something like this doesn't happen again, which I'm sure won't work.
I think some major game servers are also doing it as well.
