It's about rehabilitation, not punishment. We want them to become normal people again and contribute to society, not commit crimes again after getting out.

A shame the states can't adopt something useful like that, but alas we sold our prison system to private companies for profit. It's within their self interest to keep crime amuck and have this revolving door system going.
