The villains do the same thing as the heros and let their enemy power up, it's a total non-issue.

Instead of building, they are just acquiring various suburbs and small towns/cities around the area. New Braunfels/Schertz/Seguin got absorbed in "San Antonio Metropolis" area, even though Seguin (the furthest from SA) is at least 40 miles away. Worst-planned city I've been to (so far) would have to be Charlotte, NC. There are major streets that loop around and intersect with themselves (sometimes more than once), other major streets that change names 2-3 times with no warning... And even without all that, it's a disaster to navigate. It's like one day, someone scribbled on a piece of paper to see if their pen was working, and someone else said "hey, let's make a city based on that!"
